How effective can parenting programmes be in helping to curb family violence? How would one measure this? These are key questions of a recent study that uses the outcome evaluation method to look critically at parenting programmes, and how they can or should be evaluated.

Two UCT-based academics, Cathy Ward and Inge Wessels, have played a leading role in the study, which is a collaboration between the University of Cape Town, WHO, UNICEF, and the WHO-led Violence Prevention Alliance. The resulting publication will be of interest to a wide range of researchers, practitioners, activists and policy makers who are involved with the challenges of parenting, and especially with violence prevention in the home. It will also be of interest to those who are keen to explore the potential of outcome evaluation as an evaluation method.
The publication focuses on parenting programmes to prevent child maltreatment and other forms of violence later in life such as youth and intimate partner violence. It has a hands-on approach, identifying some of the main features of effective programmes, looking at cross-cultural issues, and describing the activities that need to be completed before an evaluation can be carried out, as well as the evaluation process itself.
Supplementing this publication is a web-appendix, which includes links to useful evaluation websites, evaluation guides, key scientific papers on evaluation, and a list of evaluators working in the area of parenting programmes to prevent violence.

According to a Glassdoor report released today (Sept. 20), Texas Tech University is the number one university to work for in the nation.
Included in the employer feedback were approval ratings by employees of university leadership. Texas Tech University System Chancellor Kent Hance received a 94 percent approval rating.
?There has never been a more exciting time at Texas Tech, and our ranking as the number one university to work for in the nation proves that this is the place to be,? Hance said. ?Texas Tech is known for its friendly environment, and that?s because we have the best faculty and staff in the country.?
According to the Glassdoor blog, six Texas-based universities are in the top 25 ranking, which was compiled by user ratings and reviews of university employers. Texas Tech is named number one, with Carnegie Mellon University, Brigham Young University, the University of Texas at Austin and Iowa State University rounding out the top five.
The site reviews employers both by an objective numerical system and by user-provided reviews. Texas Tech faculty and staff gave the university an average ranking of 4.4 out of 5, indicating that in general, employees are ?very satisfied.?
An example review from a Texas Tech instructor featured on the site reads: ?The people there are very laid back. The campus is beautiful. The pay is competitive with other universities. You are free to do your own thing, just be ready at the deadline.?
?Our faculty and staff are among the brightest and most hard-working individuals in the country,? said Texas Tech President M. Duane Nellis. ?We are humbled and appreciative of their positive feedback, and I am confident that such an optimistic outlook on Texas Tech reflects our commitment to every member of the Red Raider family.?

Fairfield County's economy grew in 2012, if slowly, as metro Hartford and New London contracted and New Haven stagnated, according to a report released Tuesday on GDP trends by metro area.
Across all 381 of the nation's urban areas, the average growth was 2.5 percent in 2012, after adjusting for inflation. In Fairfield County, it was 0.4 percent.
The New London region continues to languish in recession, in its third year of contraction. Its economy shrank by 2.2 percent, and only 15 urban areas in the country did worse. The New Haven area neither grew nor shrank. And the Hartford metro area, whose economy is nearly as large as Fairfield County, shrank by 0.4 percent.
Why is Connecticut lagging? The data, which is subject to revision as more complete information comes into the Bureau of Economic Analysis, suggest two culprits: lower sales and employment in financial services, including insurance; and government cutbacks that are more severe than the national trend.
Ed Deak, who analyzes the Connecticut economy for the New England Economic Partnership, said financial services are unlikely to recover much in 2013, either. "Dodd-Frank provisions are going to make it much more difficult to allow the hedge funds engage in wild and woolly activities," he said.
But he said government job cuts are coming to a close, which will help 2013's GDP numbers.
"It's still not a great year, and it's not a year that puts Connecticut back on its feet economically with a strong growth path," he said.
In Greater Hartford, declines in financial activities cut 0.71 of a point from GDP in 2012, while nationwide, financial activities contributed 0.45 of a point. Government cutbacks subtracted 0.28 of a point in Greater Hartford, and just 0.04 of a point nationwide.
New Haven had a drag of the same size from public spending cutbacks, and New London, which lumps in casinos with government, had a 0.35-point decline.
Nationwide, durable goods manufacturing was the biggest contributor to economic growth, contributing 0.52 of a point. Manufacturing grew faster than that in New Haven and New London, the data show.
The strongest segment in Fairfield County was information, which includes broadcasting, cable companies, newspaper, magazine and book publishing, movie making, software publishing and telecommunications. That category contributed 0.27 nationally, and grew four times faster in Fairfield County.
